if you look at logon1.deviantart.com (the artists deviantart account) and read some of the journal entries, you'll find that the theme was removed as a policy violation ( the wallpaper was used without the original artist's consent ). If you want the wallpaper (and there are better ones there too), you can problably get them from the original artist's website, http://www.toyboxarts.com/.
